
The capital city of India, Delhi holds extreme importance. The strong economic growth of the city has compelled people to migrate to Delhi which is why Delhi is one of the most populous cities across the globe. In past six decades, the population has increased 10 fold and by the end of the year, the population might increase by 80 Lakhs. To keep pace with this fast-moving city, Delhi Development authority has come up with a Master-Plan-Delhi 2021.
What is this Master-Plan-Delhi 2021?
DDA came into being in the year 1957. It came into being to manage the unprecedented population growth and to create required infrastructure. The role of DDA was to look after the housing needs, transportation, roads, sewerage, water, and power supply. To execute this responsibility in a fine way DDA came up with the first 20-year master plan. The plan did not only fail miserably but also added further to the menace.
The Master-Plan-Delhi-2021 aims to cater to the needs of the upcoming population and make Delhi a smart city.
The present population can accommodate only 1.5 crores of people. To cover up the existing deficit and to offer homage to the estimated population, 20,000-25000 hectare of land will be needed. In the 12th five years plan, the government has a budget of INR 90,000 crores, but it is not enough to ease the required infrastructure. To evade any problem for ensuing generation, it is necessary to increase the role of private sector i.e. creating a more liberalized land policy.
Around one and a half years ago, Centre came up with Land Pooling Policy.
Land Pooling Policy basically means bringing together small parcels of land owned by few owners for the development purpose. Once the development takes place, the development agency will return 48-60% of the land to the landowners.
To bring back the trend of affordable housing in Delhi, few professionals drafted the LPP policy. The policy will change the role of DDA as a facilitator and would increase the role of the public-private sector and boom their relationship.
LPP will not only bring an end to the Land acquisition policy but will also benefit economically weaker section of the society as LPP will not only offer houses at affordable prices but will also generate employment opportunities.
If implemented, the policy will lead to the up gradation 4357 million square feet of development across various public and semi-public categories. Private developers with this policy can create 1.45 million new homes.
To avoid any further menace and to make Delhi a smart city, it is important for Delhi government to declare 89 villages as urban villages and 95 villages as development areas.
